Abraham Lincoln withdrew 2 million dollars without approval from the legislative branch. All Bills for raising Revenue shall originate in the House of Representatives; but the Senate may propose or concur with Amendments as on other Bills. The president disregaurded this constitutional law, but rather he went ahead and took the money that he needed for the war effort without authorization.
